Since late 2018, 3CDC has been very intentional about working toward increasing the number of Black-owned businesses, particularly in OTR storefronts, with the goal of ultimately making the neighborhood the most diverse business district in the country. Currently, 29% (33/114) of 3CDC's leased, street-level commercial spaces are minority-owned businesses; 18% (21/114) are Black-owned businesses.

When looking specifically at OTR, 27% (23/86) of 3CDC's leased first-floor commercial spaces are minority-owned businesses, 17 (or 20%) of which are Black-owned businesses. This includes a mix of restaurants, retailers, and service-based businesses. As 3CDC's leasing team identifies new potential tenants, creating a diverse tenant mix is a top priority.

Currently, 34% (40/114) of 3CDC's first-floor retail tenants are woman-owned businesses. When looking specifically at OTR, 45% (39/86) of 3CDC's leased first-floor commercial spaces are woman-owned businesses.
