Construction Underway on New Crossroad Health Center
Project Partners and Community Members Gather for Construction Kickoff Ceremony
CINCINNATI (June 25, 2025) – Leaders from the City of Cincinnati, Crossroad Health Center, Cincinnati Center City Development Corp. (3CDC), and several other project partners gathered this morning to celebrate construction beginning on the new home for Crossroad Health Center, a Federally Qualified Health Center that has been providing affordable, accessible, and high-quality health care to the Over-the-Rhine (OTR) community for over 30 years.
Mayor Aftab Pureval, City Manager Sheryl Long, and James Berrens, CEO of Crossroad Health Center, along with other project leaders, spoke to event attendees about the project’s importance and what the development means to the North OTR community.
“Crossroad was founded in 1992 to serve the community of OTR,” Berrens said. “We are proud of our history in OTR, and we are excited to be part of the revitalization of OTR north of Liberty.”
The $15.6 million project involves redeveloping the former OTR Recreation Center building into a modern healthcare facility for Crossroad Health Center, allowing the organization to relocate their OTR clinic and offices from its current space at the corner of Liberty and Vine streets, where the team faces challenges including space constraints, outdated building functionality, and patient access difficulties.
Upon completion, the new 21,500-square-foot facility will feature an expanded exam space, bringing the total number of rooms up to 21 from the 14 exam rooms in the current location and enabling the Crossroad team to increase their annual patient capacity from 4,000 to 6,000. The added square footage will also allow Crossroad to offer new and expanded services, including dental care and a pharmacy. In addition to the health care center, the project will also yield a new 109-space parking lot that will serve Crossroad patients and staff, the Findlay Community Center, which is currently under construction, and the general public.
3CDC is the developer for the new facility, working on behalf of Crossroad Health Center and the City of Cincinnati and in collaboration with Triversity as the construction manager. City Studios Architecture is leading the project design, working with Platte Architecture & Design.
“We’re excited to celebrate a new chapter for a critically important community resource, Crossroad Health Center,” Katie Westbrook, Senior Vice President of Development for 3CDC, said. “This project will not only provide tangible amenities and resources that will fill immediate needs in the neighborhood but importantly will also drive lasting change by increasing vibrancy and safety for North OTR residents and visitors.”
Several organizations have contributed to the financial viability of the project. In addition to Crossroad Health Center providing $2 million in project equity and the City of Cincinnati committing over $4.6 million in necessary project funding, $4.3 million in New Market Tax Credit (NMTC) equity was generated by Truist and Corporation for Supportive Housing’s collective $14 million NMTC allocation. Over $4.6 million has also been raised in private philanthropy and grants from both the Health Resources and Services Administration and the Ohio Department of Development, with additional support provided by The Port of Greater Cincinnati Development Authority.
The Crossroad Health Center project is part of a $100 million transformational development plan being executed between the City of Cincinnati, 3CDC, and several additional partners to strengthen and revitalize the OTR neighborhood north of Liberty Street. In addition to Crossroad Health Center’s redevelopment, the first strategic development phase also includes the construction of the new Findlay Community Center at the site of the former Findlay Playground, which broke ground in May.
Construction on Crossroad Health Center began in June and will progress in stages toward a target completion date in mid-2026.
