Paula Boggs Muething joined 3CDC in December 2025 as its Chief Operating Officer. Paula provides strategic and operational leadership alongside 3CDC’s senior management team, supporting the President & CEO in guiding the organization through its next chapter. She is an executive and attorney with over a decade of experience in leadership roles in complex organizations. She was most recently the Chief Legal and Administrative Officer and Chief Business Officer for FC Cincinnati.
Previously, she was the City Manager for the City of Cincinnati, with responsibility for a $1.5 billion budget and over 6,000 employees providing an array of services including economic development and job retention, public safety, public utilities, and public works services.
Paula is a member of several boards including the Ohio Access to Justice Foundation, the Cincinnati Women’s Executive Forum, the Ohio State Bar Foundation, and the Cincinnati Regional Chamber’s Government Affairs Executive Committee. In 2025, she was named a YWCA Career Woman of Achievement and was previously honored as a Cincinnati Business Courier Forty under 40 honoree, an Ohio State Bar Foundation Fellow, and a member of the Cincinnati Academy of Leadership for Lawyers Class XIV. The University of Cincinnati College of Law has named her the Harris Distinguished Practitioner and she has received the Nicholas Longworth, III Alumni Achievement Award.
Paula received her BA in Journalism and BS in Political Science from the University of Kentucky. She earned her JD from the University of Cincinnati College of Law, where she was a Human Rights Fellow and a member of the Editorial Board of the Law Review. She later studied Community Land Reform Initiatives at the Harvard Kennedy School, Executive Education.
