The result of a strong partnership between 3CDC, Downtown Cincinnati Inc., the City of Cincinnati, Greater Cincinnati Behavioral Health Services, and Strategies to End Homelessness, GeneroCity 513 has been connecting with some of downtown Cincinnati’s most vulnerable neighbors since the program’s start in 2018.
About GeneroCity 513
GeneroCity 513 is a partnership between the Cincinnati Center City Development Corp. (3CDC), Downtown Cincinnati Inc. (DCI), the City of Cincinnati, Greater Cincinnati Behavioral Health Services (GCBHS), Strategies to End Homelessness, and Hamilton County Mental Health and Recovery Services Board that supports individuals experiencing homelessness, addiction, or mental illness by offering on the street connection to housing, treatment, and other resources. Through its team of dedicated outreach workers, the program helps connect people to needed services, social services, provides strategic case management, and creates pathways toward stability and meaningful support.

The Purpose
GeneroCity 513 connects individuals experiencing homelessness, addiction, and/or mental illness to housing, treatment, and essential resources that support long-term stability and recovery.
The Name
GeneroCity 513 reflects the generous spirit of those who call Cincinnati (“the 513”) home. Through compassion, connection, and community support, small acts of care can create lasting change across the city.
The Team
GeneroCity 513’s team includes four full-time Outreach Workers, one seasonal Outreach Worker, and two full-time Case Managers.

Street Outreach
In partnership with Greater Cincinnati Behavioral Health Services (GCBHS), the GeneroCity 513 program employs four full-time Outreach Workers and an additional seasonal Outreach Worker who provide assistance to individuals on the street, regardless of their location, mental state, sobriety or housing situation. The GeneroCity 513 Outreach Workers coordinate outreach efforts with GCBHS' PATH (Projects for Assistance in Transition from Homelessness) Team and other outreach teams throughout Hamilton County.

Key responsibilities of our Outreach Team include:
Housing Assistance
We help individuals move off the streets and into safe, supportive housing by connecting them with emergency shelters, transitional housing, and long-term housing options. The team works alongside local providers to reduce barriers, navigate applications, and support housing stability.
Substance Use Disorder Treatment
We connect individuals to trusted treatment programs that address substance use with dignity and compassion. From detox and outpatient services to long-term recovery support, we help participants access the care they need to begin recovery.
Mental Health Services
We provide access to essential mental health resources, including counseling, crisis support, and ongoing professional care. By partnering with local providers, we ensure individuals receive timely, appropriate support that promotes emotional well-being and long-term stability.
Pathways to Employment
We support participants on their journey toward stable, permanent employment by connecting them to job training, workforce programs, and fair-chance employment opportunities. The goal is to help individuals build skills, regain confidence, and achieve lasting economic independence.

Our Outreach Hotline
The GeneroCity 513 Outreach Team operates seven days a week in downtown Cincinnati and Over-the-Rhine. If you see someone in need on the street, please call or text our dedicated outreach outline.
Case Management
After reviewing early outcomes, the organization expanded its outreach team by adding two Case Managers focused on the most visibly and chronically homeless individuals. With small caseloads of 7–10 clients, this targeted approach strengthens ongoing support while allowing the broader team to serve more people and increase connections to housing.
