Since 3CDC’s inception, one of our primary goals has been to create diverse, mixed-income communities. Over the past decade, we’ve collaborated with community partners to advance a strategy that expands the number of high-quality affordable housing units in OTR.
Our approach to affordable housing
3CDC creates mixed-income housing (featuring affordable and market-rate units in the same developments), special needs housing (such as affordable housing for seniors), and permanent supportive housing for individuals suffering from substance abuse challenges. Our approach focuses on both expanding the number of affordable units in the neighborhood and improving the quality of new and existing housing.

Project Overview:
This impressive 9-story Renaissance Revival building is one of the largest and most recognizable structures in the Over the rhine (OTR) neighborhood. The place of prominence in the historic heritage of OTR that this building has enjoyed had been threatened in recent decades by on going vacancy of the residential tower and Annex building and the gradual obsolescence of the existing recreational facilities and office space. The YMCA of Greater Cincinnati (YMCA), 3CDC and the Model Group joined together to undertake a $29 million renovation that resulted in the conversion of 225 dormitory style units into approximately 65 high quality affordable apartments for seniors; the dramatic improvement of the YMCA Wellness facilities to retain existing customers and attract new customers; and the creation of over 25,000 SF of office space for the YMCA's corporate headquarters.

Project Overview:
Will kommen is a mixed use, mixed income project consisting of 16 historic rehabs and four new infill buildings scattered throughout four different project sites in OTR. Part of a larger affordable housing strategy between 3CDC and several of its partners, the project was co developed with the Model Group. The project required a complicated financing structure that included 13 different funding sources, including federal and state New Markets Tax Credits, federal and state Historic Tax Credits, Opportunity Zone investments, conventional debt, and City funding. It includes a total of 163 units – 88 apartments available to people making 50-80% of the Area Median Income (AMI) and 75 market rate units. The apartments range from efficiencies to three bedroom units. In addition to the residential component, the project contains nearly 20,000 square feet of first floor commercial space. The historic buildings are Enterprise Green Communities certified while three of the four infill buildings achieved LEED silver certification.

Keyer Row
Project Overview:
Keyer Row consists of the renovation of three historic buildings located at 1221 1249 Main Street into 22 new apartment units (including five affordable units for those making upto 80%of the Area Median Income and six commercial spaces. Residential units range from efficiency to 2 bedroom units, and Street level spaces total 6 880 Square feet of commercial space. The mixed- income project utilized Federal Historic Tax Credits and New Markets Tax Credits, and was completed in January 2022.

Esther Marie Hatton Center for Women
Project Overview:
Formerly known as the Drop In Center, Shelter house has been serving homeless women for over three decades, yet had previously never had a facility in which to serve only women. In this new facility, named the Esther Marie Hatton Center for Women, Shelter house is able to ensure women have access to basic human needs such as shelter, food, clothing, and toiletries, and then begin to define reasonable steps toward independence and self sufficiency. The new facility supports the basic needs for food, shelter, and safety; reduced trauma and optimized women's health; additional shelter beds; full day treatment services tailored to the specific needs of individual women; high- quality individualized case management; and a parking facility that supports the demands of the shelter, the Anna Louise Inn, and the neighboring United Way Facility. The Esther Marie Hatton Center is part of the five facility system called for in Cincinnati's Homeless to Homes Plan, which aims to provide comprehensive services necessary for homeless individuals to obtain and maintain housing.

Columbia Flats
Project Overview:
Columbia Flats, which sits at the corner of 13 th & Walnut streets, involved the complete renovation of 32,000 square feet of an existing historic building. 3CDC is the owner of the building, also serving as the developer of the project, which yielded 36 apartment units and four first floor commercial spaces. The project is part of 3CDC's larger strategy to develop quality mixed income residences in the heart of OTR. Of the 36 units, 8 are available to persons or families at 80% of the Area Median Income (AMI). The project was completed in September of 2019.

City Gospel Mission Center
Project Overview:
The City Gospel Mission's former shelter facility was located on Elm Street in Over the rhine. Limited space and a landlocked site required their clients to wait outside the facility each afternoon for a chance to receive food and shelter, and to exit again in the morning. The new facility on Dalton Street houses 74 emergency beds for men; 36 transitional housing beds in a separate building for the Exodus Recovery program; improved sleeping arrangements offering more privacy; full day services with programming that eliminates forced exit during daytime hours; an increased ratio of case workers to residents; and shared facilities with both a physical training and employment agency. City Gospel Mission is part of the five facility system called for in Cincinnati's Homeless to Homes Plan, which aims to provide comprehensive services necessary for homeless individuals to obtain and maintain housing.

August Flats
Project Overview:
August Flats involved the renovation of three historic buildings at Race and Green streets in Over-the-Rhine. The project yielded 15 mixed-income apartment units located above 3,250 square feet of white box commercial space at 1701-1705 Race Street. Three of the 15 apartments were reserved for those making 80% of the area median income (AMI), with 12 market-rate units as well. The buildings consist of 11 one-bedroom and four two-bedroom units.

Adeline Lofts & Webster Flats
Project Overview:
Adeline Lofts and Webster Flats are two buildings located on either side of 14th & Main streets in the heart of Over-the-Rhine. The buildings were renovated in tandem as part of one project along Main Street. Adeline Lofts and Webster Flats consisted of the renovation of both buildings, which resulted in 23 mixed-income apartments located above two white box commercial spaces, totaling 3,333 square feet. The residential portion was comprised of 9 studio, 13 one-bedroom and 1 two-bedroom apartments, 12 of which were made available to those making 80% of the area median income (AMI).

Abington Race & Pleasant
Project Overview:
This development was a partnership between The Model Group, 3CDC, and Cornerstone Renter Equity, involving the rehabilitation of five historic buildings. Four of the buildings sit in the 1500 block of Race Street south of Liberty Street and the remaining building sits north of Liberty Street at the corner of Green and Race streets. 3CDC served as the developer of the street-level commercial space, and now owns and operates these spaces. The residential units were developed under a partnership between The Model Group and Cornerstone Renter Equity. The partnership also owns and manages the units. The project yielded 50 new affordable housing units, for families at or below 50-60% of the area median income (AMI), and five new commercial spaces spanning the properties. Additionally, Abington Race & Pleasant will be Enterprise Green Communities and LEED for HOMES certified. Construction was completed in February of 2018.
