Respected Community Leader Steps into Key Leadership Role for Non-profit Developer

 CINCINNATI (October 20, 2025) – Cincinnati Center City Development Corporation (3CDC) is pleased to announce a significant addition to its executive leadership team. Later this year, Paula Boggs Muething will join the organization as Chief Operating Officer (COO), marking a pivotal moment in 3CDC’s continued growth and evolution.

Founded as a small non-profit real estate developer, 3CDC has expanded its scope dramatically over the years. Today, the organization continues to put forth a robust development agenda, is one of Cincinnati’s largest event programmers and manages a diverse portfolio of commercial, residential, and parking assets. 3CDC also oversees the public realm in Downtown and Over-the-Rhine, including two Special Improvement Districts (SIDs) and seven civic spaces—with the Findlay Community Center set to become the eighth in late 2026.

As COO, Boggs Muething will provide strategic and operational leadership alongside 3CDC’s senior management team, supporting President & CEO Steve Leeper in guiding the organization through its next chapter. Her extensive background in civic leadership, public administration, and private enterprise positions her uniquely to help steer 3CDC’s expanding mission.

Boggs Muething brings a wealth of experience to the role, having served as a lawyer, led the creation of the landbank for The Port, and held key positions including City Solicitor and City Manager for the City of Cincinnati. Most recently, she served as Chief Legal and Administrative Officer and Chief Business Officer for FC Cincinnati. Her expertise in governance, development, finance, public safety, and stakeholder engagement will be instrumental as 3CDC continues to address public safety concerns and strengthen partnerships across the city.
